Council is the workshop. A person installs it. They get their own barn, their own voices, their own till of stories. That is “write theirs.”
Council Asker is the room where someone asks what this house has already approved. Invite only, or a public showroom you chose to open. That is “read yours.” Guests do not write into your barn. If the shelf is empty, they can send a question to the owner.
A combo is both: they may ask your approved house, and they may install a workshop of their own. We do not give away your life as a download.
